A California startup has just cleared a major regulatory hurdle in its quest to sell sunlight on demand — and in doing so, it may have opened the door to one of the most consequential unregulated experiments ever conducted on our shared sky.
On July 9, 2026, the U.S. Federal Communications Commission granted Reflect Orbital a license to launch and operate its first demonstration satellite, Eärendil-1. The spacecraft, expected to fly later this year, will unfurl an 18-by-18-meter (60-by-60-foot) mirror in low Earth orbit and redirect sunlight down to targets on the ground, illuminating a patch of Earth roughly three miles wide — an area equivalent to about five Central Parks. This single satellite is only the opening move. Reflect Orbital has told regulators and reporters that it envisions a constellation of up to 4,000 mirrors, with some public statements putting the long-term ambition as high as 50,000 satellites by 2035 and 1,000 in orbit by the end of 2028. The company plans to sell the reflected light to municipalities, solar farms, and other commercial customers for as much as $5,000 an hour.
That business model — treating sunlight as a metered commodity to be beamed at will — is precisely what has scientists, astronomers, and environmental advocates alarmed.
A Business Model Built on Light Pollution
Reflect Orbital markets its service as “sunlight on demand,” pitching mirrors that could extend solar power generation into the evening hours, illuminate disaster zones, support agriculture, and light up city streets without drawing on the electrical grid. CEO Ben Nowack has framed the project in sweeping terms, telling the New York Times the company is “trying to build something that could replace fossil fuels and really power everything.”
The gap between that rhetoric and the available evidence is significant. Reflect Orbital has not released detailed technical specifications for its test satellite, which independent experts say makes a genuine risk assessment impossible. The company’s own claim that customers could eventually “order sunlight to your exact coordinates at any time” underscores how far the concept has moved from a modest technology demonstration toward a commercial infrastructure play — one being built out incrementally, one FCC filing at a time, largely outside public scrutiny.

Astronomers Are Not Being Heard
The loudest objections are coming from the astronomical community, and their concerns are specific rather than speculative. John Barentine, an astronomer and consultant at Dark Sky Consulting, has noted that the light reflected by these satellites will be roughly four times brighter than the full moon, and that Reflect Orbital intends to fly multiple mirrors in formation. Outside the directly illuminated zone, at distances of up to 100 kilometers, the satellites will still appear as unnaturally bright points in the sky.
This distinguishes Reflect Orbital from other controversial satellite constellations. Megaconstellations like SpaceX’s Starlink already generate criticism for the light pollution and streaks they introduce into astronomical images, but that brightness is a side effect the operators have taken some steps to mitigate, including experiments with darker coatings and sun visors. Reflect Orbital’s project inverts that logic entirely: brightening the sky is not an unfortunate byproduct but the entire commercial premise of the business. Scientific American has grouped the venture alongside a wave of other commercially driven orbital projects — space advertising, artificial meteor showers, even the transport of human remains — as part of a broader shift from government-led space science toward largely unaccountable commercial exploitation of orbit.
Health, Wildlife, and Agriculture in the Blast Radius
Critics have also raised concerns that extend well beyond telescopes. Opponents of the project have warned that concentrated light beams from orbit could temporarily flash-blind airline pilots, a serious aviation safety hazard that does not appear to have been resolved before the FCC’s approval. Nighttime light pollution is also well documented to disrupt circadian rhythms in humans and animals alike, with downstream effects on plant growth and germination — precisely the kind of natural cycle Reflect Orbital’s technology is designed to override on command.
There is also a basic engineering problem sitting underneath the commercial promises. A sprawling, sun-facing mirror in orbit faces serious overheating and station-keeping challenges, and precisely controlling where a reflected beam of concentrated sunlight lands is a nontrivial technical feat. If a beam drifts off target — whether from a control failure, orbital perturbation, or software error — the consequences could extend well beyond the “five Central Parks” footprint the company advertises.
A Regulatory Approval With a Built-In Blind Spot
Perhaps the most troubling element of this story is not the technology itself but how it was approved. In granting Reflect Orbital’s license, the FCC explicitly stated that environmental considerations fall outside its jurisdiction, since its authority is limited to regulating the radiofrequency spectrum satellites use for navigation and communication. The commission went further, framing the mirror satellite as a “potentially groundbreaking technology” that “advances American leadership in space.”
In practice, this means no U.S. regulatory body has evaluated the light-pollution, wildlife, aviation-safety, or astronomical impact of a technology explicitly designed to change how bright the night sky is over inhabited areas. Space, as the FCC noted, is simply not subject to the same environmental laws that would apply to an equivalent project built on the ground. A single demonstration satellite might be tolerable within that regulatory gap. A constellation of thousands, deployed at the pace Reflect Orbital has described, would not be — yet the same narrow licensing framework is likely to govern each subsequent launch.
The Real Question Isn’t Whether It Works — It’s Whether It Should Scale
Reflect Orbital may well prove that a single mirror can deliver a burst of useful light to a solar farm or a disaster zone. That is not really in dispute. The far harder question — one that current U.S. regulation is not equipped to answer — is what happens when a handful of demonstration satellites become a constellation of thousands, permanently altering the night sky, humming with commercial light beams sold to the highest bidder, in formation, worldwide, with no comprehensive environmental review ever having taken place.
Astronomers have already spent a decade adapting, unhappily, to the light pollution created by broadband megaconstellations as an unwanted side effect of an otherwise useful service. Reflect Orbital is asking the public to accept a technology where turning the night sky into a commercial billboard is not a side effect, but the product itself. That distinction deserves far more scrutiny than a single spectrum license has given it.
