Palestinian survivors are to be moved to fenced-off “humanitarian safe zones” in the Gaza Strip in the coming weeks under a plan led by the “Peace Council” led by US President Donald Trump, Israeli newspapers reported.
This would allow the Israel Defense Forces (IDF) to occupy more parts of the Gaza Strip and “deepen its grip on areas beyond the Yellow Line,” the Israel Hayom newspaper reported on Tuesday.

The plan has been sharply criticized on social media. Historian Assal Rad wrote on X:
“They are building concentration camps.”
As part of the pilot project, unarmed civilians are to be transferred to an initial zone in Tel as-Sultan near Rafah – an area that the Israeli army has been systematically destroying.
The Palestinians in the camps are to be under the control of multinational units – the so-called International Stabilization Force (ISF) of the Peace Council. The receipt of food and humanitarian aid is to be tied to this control.
According to the Israel Hayom website, representatives of the Peace Council have promised that no concrete will be provided in these areas for the reconstruction of the Gaza Strip.
A base for foreign troops has already been established. In addition, the Peace Council has already begun selecting sites for large logistics warehouses that will serve to organize supplies and manage the camps.
Israel Hayom described the plan as a “pincer movement”: While the Israeli military gradually captures more areas under Hamas control, the Peace Council is to simultaneously separate the civilian population from Hamas.
The plan is consistent with previously leaked documents that describe a “monitored, checkpoint-secured planned city.” According to Drop Site News, this would force the Palestinians into a system similar to “the Israeli panopticon.”
